Hon’ble Chief Minister ji directs officers to ensure farmers got all facilities within time

Make adequate arrangement of  fertilisers and seeds for Kharif season

Take stringent action against  officers/employees harassing farmers

Ensure quick opening of accounts of 12 lakh new  beneficiaries of Uttar Pradesh Mukhyamantri Mahamaya Garib Arthik Madad Yojana

Ensure repair of roads dug up for laying sewer/drainage lines The Hon’ble Chief Minister of Uttar Pradesh Ms. Mayawati ji has  directed all the officers to ensure that the farmers got all the facilities, being provided to them, in a time bound manner. She said that the problems of the farmers should be heard seriously at the Kisan seminars and the same should be solved at the earliest. She said  that arrangement of fertilisers and seeds, needed for the kharif season,  should be made in adequate quantity, so that the farmers did not face  any difficulty.

The Hon’ble Chief Minister ji gave these directives when the Cabinet Secretary Mr. Shashank Shekhar Singh and Chief Secretary Mr. Anoop Mishra apprised her of the inferences of the meeting of the  departmental Principal Secretaries/Secretaries held at the Yojana Bhawan here today.  The Hon’ble Chief Minister ji, while reviewing the progress of the  facilities and availability of agricultural inputs being provided to the farmers, said that quick action should be taken to provide crop loans to the farmers. She directed that the applications for the Kisan Credit Card  should be accepted by the 30 June and it should also be ensured that the banks accepted them by the end of July. Reviewing the progress of  wheat purchase programme, she said that wheat of every  farmer  coming to purchase centres should be purchased compulsorily. She said  that all possible steps should be taken to ensure that  the farmers got  remunerative prices of their produce. Directing the officers to keep the  middlemen away from the process of wheat purchase, she said that the  purchase centres should be opened in a timely manner.

She cautioned that stringent action would be taken against officers/employees harassing the farmers unnecessarily.  Keeping the severe hot conditions in view, the Hon’ble  Chief  Minister ji directed the Irrigation Department to fill all the ponds and tanks etc. at the earliest. She said that solid arrangements of drinking water should be ensured in the rural areas. She said that the work of installation of hand pumps, repair of defunct hand pumps and re-boring should be accelerated. She said that all necessary material needed for this purpose and other arrangements should be made at the earliest.

She also directed the officers to make special efforts to provide drinking water to the people of Bundelkhand and Vindhyachal regions. She said that presently the farmers were preparing paddy nurseries. For that, adequate availability of water was needed in the canals, she pointed out. Besides, she said that all the government tube wells should remain functional and repair of defunct tube wells should be done at the earliest.

Reviewing the problems of the officers/employees, the  Hon’ble Chief Minister ji directed all the secretaries/principal secretaries of all the departments to hold discussions with the leaders of the employees and ensure that their genuine problems were solved at  the earliest. Besides, she further directed that the meetings of the departmental committees formed for sanctioning ACP should be held in  a timely manner and all the officers/employees should be given  its timely benefits. She directed the officers to ensure that the  GO of the State

Government issued regarding the work charge and daily  wages employees was strictly adhered to. She said that the concerning departments, after the recommendations of the pay committee and the approval of the Cabinet, should issue GOs immediately  so that the officers/employees did not face unnecessary difficulties.  The Hon’ble Chief Minister ji has directed the Secretaries/Principal Secretaries to make available the report to the government regarding inspection of districts twice a month. She said that these officers should review the development and public welfare programmes  on format prescribed by the government on the spot. These officers  should also make spot inspections and communicate with the beneficiaries. Besides, these officers should also review the works of their respective departments. She reviewed the pension schemes and directed the officers to verify the beneficiaries and make available the money in their accounts timely.

Reviewing Uttar Pradesh Mukhyamantri Mahamaya Garib Arthik Madad Yojana, Ms. Mayawati ji said that after the issuance of amended government order for the selection of beneficiaries under the scheme, accounts of the 12 lakh new selected beneficiaries should  be opened soon, so that they could also get the money along with  the earlier selected beneficiaries.   Reviewing the works of Medical and Health Department, the Hon’ble Chief Minister ji said this department is directly related to the people, therefore special attention should be paid on the works of the department. She directed the officers to recruit finance officers at district level to ensure the implementation of financial rules. She said that first of all these finance officers should be posted at some large and problem oriented districts. She directed the officers to ensure the cleanliness in the hospitals, availability of medicines and other facilities to patients. She directed the officers to make available all the information on website regarding NRHM. She also directed that doctors should remain available at their places of posting.

The Hon’ble Chief Minister ji has directed the officers  to get the development works completed in a speedy manner with a  view to accelerate the development at district level. Reviewing the different projects for flood control, she directed the officers that all the works regarding it, should be completed by the end of this month. She also apprised herself about the government works given to SC contractors and said that purchasing and tender process of construction  should be monitored and if anti-social or mafia elements were found then, stringent action should be taken against them.

Reviewing the works of Education Department, the Hon’ble Chief Minister ji said that necessary steps should be taken to fill the vacant posts of primary and secondary teachers. She directed the  officers to arrange the same courses for higher education in the state and said that arrangements should also been done to set up degree colleges in unserved areas.  The Hon’ble Chief Minister ji directed the officers to get Saryu and Sharda project for green revolution in East Uttar Pradesh declared as National Project and immediately get the money released under various centrally sponsored schemes. She said that the roads which had been dug up for sewer lines should be repaired before the rainy season, so that people could not face any difficulty. She directed the Principal Secretary Urban Development to conduct surprise inspections and remain vigilant. She also directed the officers to ensure employment to all needy persons under MNREGA
